Commissioner decisions - October 15, 2009

  • Discussion and possible action to appoint a committee to develop and recommend appropriations requests:

 

Approved 5-0.  County Manager will designate a short-term committee to handle such requests, appointing one or two members of teh Board of commissioners to assist and act as liaisons with staff and legislators.  Recommendations will be brought back to the commission for approval.  The committee will be subject to open meeting law requirements regarding posting.

 

This is to assist with requests for possible funding from state and/or federal agencies.  This is done by submitting bills on the federal level and is sponsored by the legislators in January or February.

 

  • Discussion and possible action to approve a request from the Lyon County Museum Society in Yerington to insure buildings not currently covered by the County’s insurance:

 

Approved 5-0.  The museum is currently located on three parcels.  One parcel is owned by the City of Yerington, one woned and insured by Lyon County, and one owned by the Museum Society.  Currently only the buildings located on the county owned parcel are insured by the county, leaving the others uninsured.  The agreement drafted between the Museum Society, the City of Yerington and the County will insure all buildings.  According to Comptroller Josh Foli, it will cost the County approximately $800/year.  Both the City and Museum Society offer ‘service in kind’ – maintianing their facilities and the parking lot.

 

  • Discussion and possible action in regards to the Lyon County Sheriff’s Office training facility – shooting range.

  • Discussion and possible action to provide storage space for voting machines:

 

Approved 5-0.  Agreed to fund a free standing building, 30 x 45 (1350 square ft.) steel building.  It will cost $12,780 delivered plus installation costs.  The building will be located near the heavy equipment/shop area in the Yerington maintenance yard.  Funding will come from the Capital Improvements Fund.

 

Clerk/Treasurer Nikki Bryan said she needs more space to store and work on the machines prior to the June Primary.  The current area is too small.

 

  • Discussion an dpossible action to accept the low bid of $121,344 as proposed by Farr Construction Corporation for the structural rehab of the Dayton Community Center:

 

Voted 4-1 (Tibbals) to rebid the project.  The bid award to Farr was challenged by 2K Construction, who submittal of $109,900 that was thrown out as failing to meet NRS guidelines.

 

Following lengthy discussion, the board agreed to re-do the bidding process.  @K construction representatives claimed they tried to  meet the guidelines, but County officials and  did not respond in a timely fashion.  County Engineer Dick Faber said 2K failed to submit a list of subcontractors per NRW within two hours of being awarded the bid.

 

Commissioner Don Tibbals said to rebid would be unfair; however, Commissionr Chuck Roberts said it appeared the County had erred it seemed reasonable to re-bid the project.

 

Eleven companies submitted bids, ranging from $109,900 to $253,400.

 

  • Discussion and possible action on the transfer of the Fernley Cemetary to the City of Fernley:

 

Agreed to move forward with negotiations.  The City of Fernley is agreeable to the concept, but wants the County to fund operating expenses for a designated period of time.

 

County Manager Dennis Stark said he is opposed to this request, noting “they are getting a good deal.  It is a break even proposition; however, he encouraged continuing discussions for the 36 acre site.

 

  • Discussion and possible action on redistricting of Commissioner districts prior to the 2010 census:
